'Pay per poo' fines scheme approved by Croydon Council cabinet

CONTROVERSIAL "pay per poop" fines for dog owners who fail to clean up after their pets have been approved.

The new regime, being introduced as a six-month pilot, will come into effect later this month after the council's cabinet gave it the go-ahead on Monday.

The pilot, revealed in last week's Advertiser, involves the council employing a team from private company Xfor to take on the role of enforcing offences of littering and dog fouling in streets and parks.

Xfor will then be paid £45 for every owner they catch failing to clean-up their dog's mess.

Under previous rules, people issued with penalty notices for dropping litter or allowing their dogs to foul the streets were fined £75, reduced to £50 if paid within two weeks.

But now, because Xfor will be paid for every notice issued, the cabinet has decided the discount will end.

It is anticipated the majority of Xfor's work will be focused on the town centre, also dealing with littering offences, particularly the dropping of cigarette butts.

Cllr Phil Thomas, cabinet member for highways and environmental services, said: "This scheme will free up our staff to concentrate on other issues such as fly-tipping."

    “As a responsible dog owner, I always, without fail, pick up after my dog. I've even picked up after other people's dogs. Lazy people who don't bother need to be taught a lesson.”

    Waltham Forest is to introduce a ban on spitting with on-the-spot fines of £80.

    Council bosses said they were able to get around the bureaucracy by classing spit and urine as "waste". Fixed Penalty Notices will be issued by civil enforcement officers who also give out fines for littering.

    I carry a supply of poo bags but dealing with a wee drop of 'waste/litter' is another matter!”
