Colin Ford, 53, duped the 61-year-old woman into getting into his work van when he offered her a lift to Croydon.
During the journey, the painter and decorator of Fernhurst Road, Addiscombe, touched the woman indecently.
He then drove his victim, who lives in sheltered accommodation, to a remote car park in Shirley Hills and then pleasured himself over her.
But despite hearing these traumatic details, Judge Nicholas Ainley only gave him a 36-month supervision order when sentencing at Croydon Crown Court.
DC Rob Buckell, from Croydon police's Sapphire Unit which deals with sex offences, said: "Ford targeted a vulnerable woman, a pensioner who was suffering from significant learning difficulties.
"He committed grossly unpleasant sexual acts on her, knowing she wasn't capable of understanding fully what was going on."
The shocking attack happened in 2005, but Ford was only caught after he came to the attention of police for an unrelated matter in February this year.
Officers took his DNA, and matched it with the unsolved crime.
DC Buckell said: "DNA evidence taken at the time of his arrest for an unrelated matter was crucial to solving this case and, without it, Ford might never have been traced and brought to justice".
Ford was arrested over this incident in April 2008 and interviewed by police.
He was charged with three counts of sexual assault and admitted the offences at Croydon Magistrates' Court in April.
He was sentenced on July 31 and will go on the police sex offenders register.
