They say the singer's on-stage moves are "too sexy" for the Muslim-majority country.
Pan-Malaysian Islamic Party official Kamarulzaman Mohamed said that Avril's concert would promote the wrong values on the eve of Malaysia's independence day on August 31.
The Grammy-nominated rock singer, who burst to fame with her 2002 debut album Let's Go, plans to start her month-long Asia tour with a performance in Kuala Lumpur on August 29.
Avril, who is married to Sum 41's Deryck Whibley, has sold around 30 million albums worldwide, and was ranked in Forbes list of the Top 20 Earners Under 25 last year.
The concert organiser denied her show - part of her The Best Damn Tour dates, which end in September in Japan - had any "negative elements".
